cpu_bicubic_kernel[dtype: DType, rank: Int, //](output_host: NDBuffer[dtype, rank, origin, shape, strides], input_host: NDBuffer[dtype, rank, origin, shape, strides])

Perform bicubic interpolation on an NDBuffer of form NCHW.

Args:

output_host (NDBuffer): Output tensor with desired dimensions.
input_host (NDBuffer): Input tensor of shape [B, C, H, W].
