testbed_block_scaled_fp4

Shared test harness for SM100 block-scaled FP4 matmul tests.

Supports both small_bn (1SM / 2SM cooperative) and structured 2SM kernels via the is_small_bn compile-time parameter, and both NVFP4 and MXFP4 scaling formats via the scales_dtype parameter.
