Enumerates the scheduling strategy for mapping work tiles to thread blocks.

DEFAULT orders tiles to maximize KV-cache locality; PROMPT_ROTATE reverses the prompt-tile traversal direction for odd-numbered heads to spread L2 cache pressure.
